This working paper explores how cities can drive transitions to regenerative food systems using evidence from Dar es Salaam. It finds that stronger governance coordination, inclusive stakeholder collaboration, and better use of food systems data are key to enabling sustainable change. The study highlights both challenges—such as fragmented policies and limited awareness—and opportunities to leverage local food cultures and participatory approaches for transformation.
