This policy stocktaking report analyses France’s national approach to reducing food loss and waste (FLW) across the entire food supply chain, based on OECD’s analytical framework and information provided by the French Government. France has set legally binding, sector-specific reduction targets, aiming to cut food loss and waste by 50% in retail and collective catering by 2025, and by 50% across remaining stages by 2030, compared with 2015 levels. The report highlights France’s comprehensive policy mix combining legislation, incentives, voluntary commitments, and territorial governance through Regional Networks (REGAL) and Territorial Food Projects (PAT). A distinctive feature of the French approach is the integration of food waste reduction with efforts to combat food insecurity, notably through mandatory food donation partnerships, quality management plans for donations, and bans on destroying edible food. The study documents France’s progressive strengthening of policy instruments, active participation in EU and global initiatives, and systematic evaluation of policy effectiveness, including in primary agricultural production. Overall, the report presents France as a leading example of how ambitious targets, strong legal frameworks, and social objectives can be combined to drive food loss and waste reduction.
